Digital Shield: Bangladesh Unveils Single Window Platform to Tackle Cyber Harassment and Fraud

Raihan Uddin; Dbarta24 — In a major step toward curbing digital crime and online harassment, Bangladesh has officially launched the Cyber Incident Reporting System (CIRS), a centralized platform designed to receive, process, and track all cyber-related complaints under one umbrella.

Operating under the National Cyber Security Agency (NCSA), the initiative aims to provide a unified, accessible channel for individual citizens and organizations facing digital threats.

The web-based platform was formally inaugurated on Tuesday afternoon during an event organized by the Information and Communication Technology (ICT) Division at its headquarters in Agargaon, Dhaka.

A One-Stop Mechanism for Digital Safety

Prior to this initiative, victims of digital harassment, online fraud, social media account compromise, or personal data leaks often had to navigate fragmented reporting channels. The newly launched CIRS streamlines this process by serving as an integrated national hub.

Through the dedicated Web portal—report.ncsa.gov.bd—citizens, commercial entities, and authorized representatives can directly file reports on various cyber incidents.

Beyond merely accepting complaints, the platform is built to route cases to relevant law enforcement and investigative authorities while allowing users to monitor real-time resolution progress.

Alongside CIRS, the government also highlighted the National Rating System (NRS), an initiative designed to assess the cybersecurity readiness of public and private organizations, identify systemic vulnerabilities, and guide technical upgrades to protect critical digital infrastructure.

Escalating Cyber Risks Prompt Action

The launch of the CIRS platform comes at a critical juncture as digital integration accelerates across everyday public and private operations—ranging from core banking and health services to e-commerce platforms and government administration.

However, this rapid digitization has coincided with a sharp rise in ransomware attacks, identity theft, financial fraud, and personal data breaches.

Speaking as the chief guest at the inauguration ceremony, Minister for Posts, Telecommunications, and Information Technology Fakir Mahbub Anam underscored the rising imperative for institutional cyber defense.

“With the growing adoption of digital technology across banking, healthcare, education, e-commerce, and government services, the risks of cyberattacks, data theft, ransomware, online fraud, and identity theft have also increased,” Minister Fakir Mahbub Anam stated.

“Against this reality, through the launch of the Cyber Incident Reporting System (CIRS), everyone—from ordinary citizens to institutions—can easily and quickly report cyber incidents.”

He further emphasized that the platform is designed to build systemic trust between the public and state apparatus, ensuring that digital growth is matched by robust governance and accountability.

Strengthening National Cyber Resilience

By bringing incident reporting, agency routing, and monitoring under the custody of the NCSA, the government seeks to gather actionable data on recurring cyber threats, reduce resolution lead times, and build a safer digital ecosystem for all users.
