DMP Issues New Guidelines on Horn Usage and Helmet Requirement in Dhaka

Khairul Alam, Dhaka: The Dhaka Metropolitan Police (DMP) has issued a directive to prevent the use of high-volume horns near residential areas and educational institutions in the capital.

The police have also imposed a ban on carrying more than one passenger on motorcycles.

In a statement released by DMP’s media office on Sunday, the police highlighted the harmful effects of unnecessary loud horn usage by vehicle drivers, which creates severe health risks for pedestrians, passengers, other drivers, and particularly for people with health conditions.

To address this issue, the DMP urged vehicle operators to comply with Section 45 of the Road Transport Act-2018, which prohibits the unnecessary use of high-pitched horns.

Additionally, the DMP raised concerns over the safety of motorcyclists, noting that many riders violate traffic laws by carrying multiple passengers without helmets.

This behavior significantly increases the risk of accidents and fatalities. To mitigate road accidents and fatalities, the police have requested motorcyclists to follow Section 49 (1)(c) of the Road Transport Act-2018, which mandates that motorcycles should carry no more than one passenger and that both the rider and passenger must wear helmets for safety.
